— the United States’ largest agricultural trade partner — as well as the critical role immigrant labor plays in keeping small to medium-sized and family-owned farms and ranches operating effectively. Farmers and ranchers across New Mexico and the nation could face financial ruin as Trump’s sweeping tariff hikes and deportation campaign exacerbate operational costs, shrink the agricultural workforce, and trigger retaliatory tariffs on American agricultural exports.
With over 60% of New Mexicans living in rural areas and 61% of U.S. farmers classified as non-citizen immigrants, Trump administration policies could have long-lasting, devastating consequences for New Mexico farms and ranches, food production, and the state’s economy.
State Treasurer Laura M. Montoya:
“For me and so many New Mexicans, this is more than a political issue – it is a matter of basic humanity. Our farm workers work long, backbreaking hours under the scorching sun or in freezing cold temperatures to support their families, feed this nation, pay taxes, and be productive members of our society.”
“Our immigration system is already broken, leaving so many navigating a legal maze designed more to gatekeep American opportunity than provide it — and the American agriculture industry is paying the price.”
“Trump’s tariffs are driving up costs for farmers, devastating small and medium-sized farms and ranches in an environment where worsening climate conditions and competition from large corporate farms are already pushing them to the edge of financial collapse.”
“None of us can afford another round of Trump’s failed trade wars, and our country can’t afford to treat our agricultural industry as collateral damage.”

Santa Fe – This morning, New Mexico State Treasurer Laura M. Montoya joined Colorado State Treasurer David L. Young, Oregon State Treasurer Elizabeth Steiner, and Delaware State Treasurer Colleen C. Davis for a national press call (https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdrive.google.com%2Ffile%2Fd%2F1kMf-IiYXG6Jxhk-tFfMZrngiWouuFPUD%2Fview%3Fpli%3D1&data=05%7C02%7Cchristina.perea%40sto.nm.gov%7C94fa031fd8c8436a06be08dd6cbab7b7%7C04aa6bf4d436426fbfa404b7a70e60ff%7C0%7C0%7C638786272488395998%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=Qo8LB08RnGrgNeO6IJcXIHoKTqTuAIWhHhYCfMoEwXU%3D&reserved=0)denouncing President Trump, Elon Musk, and House MAGA Republicans’ federal funding freeze.
If seen through, critical life-saving programs such as Medicaid would be at high risk of significant devastation, placing a disproportionate burden on local and state governments to offset the inevitable damage. New Mexico is the top recipient New Mexico is the nation’s largest recipient state for Medicaid assistance, with the federal government paying 72% of the cost of traditional Medicaid. Nearly 33% of New Mexicans rely on Medicaid or the Children’s Health Insurance Program (CHIP) to cover their health care. Addressing the ramifications of these budget cuts at the state-level will strain New Mexico’s economy and public resources, jeopardizing the stability and health of communities across the state.
State Treasurer Laura M. Montoya:
“This is yet another example of the complete disregard for Americans that characterizes Trump’s administration—including his unelected and unappointed sidekick Elon Musk— and the MAGA Congressional Republicans pushing this policy in Congress.”
“The irony of making cuts to Medicaid is that the very lawmakers elected to serve Americans’ best interest are the ones who grant themselves access to top-tier, comprehensive health coverage most Americans can only dream of.”
“I am calling on President Trump and Congressional Republicans: STOP threatening to dismantle this country. STOP undermining vital programs like Medicaid. STOP freezing
funding that American families and communities rely on. STOP creating fear and chaos and start doing your job and prioritize the well-being and stability of our nation.”

Speakers urged lawmakers in both chambers to protect the economic security of families, workers, and states, as the budget bill moves through Congress.
New Mexico State Treasurer Laura M. Montoya:
• “Speaker Mike Johnson’s and the House GOP’s recently passed budget, which includes cutting Medicaid by $880 billion over the next 10 years, will have disastrous consequences for the vulnerable New Mexicans and Americans across the country who rely on Medicaid for critical medical coverage.”
• “When people do not know if they can afford basic medical coverage or necessities, they hold back on spending, stifling economic growth and deepening financial uncertainty, stress, and fear.”
• “When the federal government slashes funding, hospitals, doctors, offices and clinics that depend on these funds will be forced to either raise premiums and co-pays for patients or shut down altogether.”
• “When I talk about Medicaid or the detrimental effects of speaker Johnson's plan to cut critical federal benefits, I'm not talking about just a government program—I'm talking about the choice between life and death forced upon hard working people that cannot afford the right to health care under our current system, let alone a system that will be inaccessible and fiscally unsustainable by design.”
